HR Supervisor


Description

The purpose of this position is to supervise the area's recruitment process and various Human Resources systems,

  • provide training on these systems,
  • provide all HR services for Area's staff and support the Human Resources Department philosophy.
  • Essential Duties and Responsibilities: Supervises and supports the Area's recruitment process by providing instruction in methods or procedures to departments, overseeing vacancy posting and application processing, coordinating recruiting events, ensuring applicants are aware of employment opportunities, writing and placing advertisements, making job offers, coordinating background checks and pre-employment drug testing, reviewing New Hire Personnel Action Notices (PAN), creating offer letters, and facilitating biweekly New Hire Orientation.. Oversees the Pre-employment Drug testing program and serves as vendor liaison. Oversees the City’s Background Check process and serves as vendor liaison. Attends job fairs and other recruitment events on behalf of the City. Oversees the City’s Apprenticeship and Internship programs. Schedules and conducts exit interviews and compiles related data for reporting. Supervises and maintains the Area’s performance management system. Including but not limited to day-to-day data entry of all new hires and employee changes (supervision, promotions, demotions, disciplinary, and other related changes). Generates analytical reports from the system. Serves as point person and subject matter expert for the performance management system. Provides stellar customer service by answering questions regarding the system. Supervises and maintains the Area's applicant tracking system. Including but not limited to creating new user accounts on INSAAN; managing job templates; reviewing job requisitions; approving job requisitions; corresponding with candidates via the system; and generating analytical reports from the system. Serves as point person and subject matter expert for the applicant tracking system. Provides stellar customer service by answering questions regarding the system. Serve as back up administrator for additional systems (benefits provider systems, budget, agenda management, etc.) by maintaining and supporting software; ensuring integrity of systems; generating reports, analyzing data for process improvement opportunities; and ongoing system updates. Project management of Human Resources system upgrades, enhancements, patches, and any related system activity. Updates and conducts Human Resources systems training programs by developing training policies, identifying training needs, customizing training, creating new programs, and drafting outlines and presentations. Provides timely and accurate reports. Promote continuous improvement in HR systems, practices, and procedures. Adhere to the HR Department’s Confidentiality Statement. Supplemental Functions: Performs other similar duties as required.


Responsibilites

Under the supervision of HR Manager, The Human Resources Supervisor is responsible for overseeing daily department operations, coordinating recruitment activities and hiring practices including applicant relations, pre-employment screenings and scheduling of training. The Human Resources Supervisor is also responsible for implementation, evaluation and recommendation of employment practices. Trains and coaches HR staff to meet departmental goals.

Administrator level experience with computerized Performance Management Systems

Administrator level experience with computerized Applicant Tracking Systems

Administrator level experience with computerized Onboarding Systems Modern training principles and practices for adults Customer Service principles and practices Human Resources principles and practices Public Relations principles and practices Applicable local laws, rules, and regulations Required Skills Ability to uphold and maintain

 

confidentiality standards set by Human Resources department Ability to serve as a subject matter expert to City departments on HR systems Ability to operate a computer for majority of work schedule Communicating effectively in oral and written form Operating a computer and related software applications Project Management Problem Solving/Analysis Time Management Organization Researching and assessing needs Planning, developing, implementing, and evaluating programs Speaking in public Developing educational materials Preparing complex reports Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction Required Experience Bachelor’s Degree in Human Resource Management, Business Administration, or related field, with five (5) years of experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
